VATICAN CITY (REUTERS) - The Vatican has been spared by Pope Francis' controversial new policy on tax evasion that has seen VAT rates cut to zero or cut in half, with the number of people evading tax by failing to pay by using credit cards down by 12 per cent.

According to the tax office which carried out the work, the number of VAT evaders in the Holy See fell from 1,000 in 2005-2006 to 750 in 2012-13 to 590 in 2016-17.

It was a decrease of around 19 per cent from 2005 to the 2013-14 tax year. The VAT tax unit of the Vatican City government's Internal Revenue Ministry said in a statement on Wednesday that the rate cut helped restore confidence in the tax administration.

Some 1.6 billion pesos ($851 million) was diverted away from the tax system, and more than 80,000 people were involved, it said.

"As part of this program, the administration of the VAT tax units was required to make a substantial reduction in their tax evasion activity," it said.

VAT evaders were caught if they did not pay the tax during the period ending with December 31, 2012-15, while those who were suspected were punished with criminal sanctions, such as fines, according to the statement.

There were no reports of any serious injuries or financial losses when the law was implemented in March 2012, when the VAT system became the most costly in Europe.

It has been the subject of a wave of attacks on foreign tax cheats by the Church, which has long refused to pay taxes on sales and consumption, and even refused a request to provide the tax system to Pope Francis last September.

But after a decade of tough efforts at reform, the tax office says that a new strategy, aimed at eliminating the most severe cases of tax evasion, is going well in countries including Italy, Spain, Greece, Germany, Portugal and France.

However, the Vatican does not yet have a uniform rate for evading taxes at all.

Some have suggested the tax office could even start targeting countries such as France with high VAT rates, to prevent people from paying high taxes, which has led to public anger over high taxes for many, and politicians accusing them of being in cahoots with big multinational companies.

The Vatican government said the current VAT rates for VAT are "neutral" and "proportional," and that evading taxes on the value of a service or good is not allowed.

In addition to the $14 million the Aboriginal Health Team has been getting, health workers in many communities have not been getting basic care like medication.
